Jun 30 2014 : The Times of India (Jaipur) Raj may junk Rs 49 crore criminal tracking system Nitesh Kumar Sharma Jaipur TNN   Nearly three years of efforts and crores of rupees invested in developing Crime and Criminal Tracking Network & Systems (CCTNS) project in Rajasthan have gone down the drain.The project termed as a major step towards making FIRs and other police data online was rendered defunct recently as the police department has no one to administer and run the software. After the arrest of owner of the telecom firm which was responsible for running this project for alleged service tax evasion, the government had to invite fresh tenders to do the job, senior police officers said. The peculiarity of the situation doesn't end here. The state government is yet to decide whether they should run the CCTNS at all. Senior police officers are in favour of a similar project being run in Gujarat called eGujcop which provides a wider array of services and interdepartmental connectivity . The deadline for submitting bids for CCTNS is July 20 and officials say that if the government decides to go for eGujCop instead of CCTNS, a clause would be added in the existing tender. Tulip Telecom had secured a three-year order worth Rs 48.88 crore from the Rajasthan government under the Central government-funded CCTNS project. In March, Tulip's CMD Lt Col (Retd) H S Bedi was arrested for allegedly evading service tax of about Rs 32 crore. A senior police officer said that after the arrest, the CCTNS is lying completely defunct. The three-year-long term is also coming to an end. “Fresh tenders have been invited and the last date of submission of bids is July 20. For now, we have invited bids for CCTNS only , but the decision may change at the last moment because the government is considering eGujCop also which is being run in Gujarat,“ said the officer. If the government decides to go for eGujCop which is a much more efficient networking system than CCTNS, Rs 48.88 crores spent on CCTNS will be completely wasted. In January last year, the state government launched the ambitious CCTNS project in Jaipur and Jodhpur. In the first phase, the CCTNS pilot project had been launched in 25 police stations of Jodhpur, west and Jaipur west police districts, and 13 offices of senior police officers in the state. The CCTNS was developed by the Union ministry of home affairs for sharing information on crime and criminals among nearly 16,000 police stations in the country. For the CCTNS project in Rajasthan, Tulip was deploying and integrating platforms used by the state and the Centre for tracking criminals, as well as deploying information and communication technology infrastructure at 1,172 locations, including all police stations and higher offices across the state. In September last year, Gujarat's home department launched eGujCop -the Rs 150 crore project. eGujCop aims at integrating its various branches through information technology. It interconnect various branches of the home department like police stations, jails, forensic science laboratory (FSL) and passport office, excise department etc, which will help give information access to all the branches. Contraray to eGujCop, the CCTNS connects only police stations and offices of senior police officers. A team of senior police officers including ADG, SCRB Kapil Garg visited Gujarat earlier this month to study the system. Garg told TOI that the team has submitted a report on its findings to the state government. Decision whether to implement eGujCop in Rajasthan is likely to be taken shortly .

Police play vigilante, arrest 85 for urination near heritage sites

JAIPUR: Police in the Walled City is not responsible for catching just thieves and murderers but also ensuring that there is law and order their jurisdiction. For the past few years, the cops there are also conserving the city's heritage and that too in a peculiar way -if they see someone urinating in public near the heritage sites, they take the person's photograph and arrest him. As many as 85 people were arrested for this crime last year alone.

Police said people peeing near heritage properties are embarrassing for the city's civic authorities. "Hawa Mahal, Sargasuli, Tal Katora and Govind Dev Ji temple are among some of the world famous heritage properties. People from all over the world come to visit them. It is quite embarrassing when the tourists see people peeing near these properties," Khiv Singh, ACP, Kotwali told TOI.

He further said the consequences of this practice go far beyond embarrassment. "These places look so dirty. They are horribly unhygienic and stink. Pedestrians have to avoid landing in puddles created by urine near these places. The civic authorities seek police's help to contain this problem as it is a crime as per the law," ACP, Manak Chowk, Alok Sharma said.

The officer said peeing at such heritage properties amount to defacement of public properties which is a crime. "It is punishable under sections of the Rajasthan Prevention of Defacement of Public Property Act, 2006. The accused is photographed in the act as evidence, arrested and then immediately released on bail by the police. The person has to appear before the court which slaps a fine and lets him off," said the officer.

The officer added the police patrolling cars keep an eye on people urinating at public places in the Walled City. The photograph they take of the offender peeing is submitted in the court as evidence.

The officer said some people literally beg to let them go when they are caught. "However, we arrest the offenders. It is another thing that we have to release them on the spot after making him sign a bail bond. The concerning court summons these people and releases them after slapping fine," said the officer.

"We arrested 39 people in Kotwali circle alone last year. Another 45 people were arrested in Manak Chowk circle," said a senior police officer.

The lack of public toilets in the Walled City is a problem which leads to people peeing in open. "First, there are only a handful of public toilets. Second, the available ones are in such pathetic state that it seems they have not been cleaned for years. Urine spills out of them onto the roads," said another police officer asking anonymity

हाइवे पर बदमाशों का खौफ भले ही सिकंदरा पुलिस ने सात दिन के अंतराल में तीसरी बड़ी कार्रवाई कर बदमाशों को दबोच लिया, लेकिन ये आंकड़े साफ जाहिर कर रहे हैं कि नेशनल हाइवे पर रात में बदमाश बेखौफ दौड़ रहे हैं। दो दिन पहले गो तस्करों ने चार थानों की पुलिस को रात भर हाइवे पर दौड़ाया। इसके दो दिन बाद शुक्रवार रात हाइवे पर पेट्रोल पंप पर डकैती डालने के लिए पांच सशस्त्र बदमाश पहुंच गए। हाइवे पर रात के समय कई लूट की वारदातें हो चुकी हैं। रातभर पुलिस ने की मशक्कत दुब्बी त्न बदमाशों को पकडऩे के लिए सिकंदरा पुलिस को काफी मशक्कत करनी पड़ी। बदमाश टोल प्लाजा के पास वाहन को छोड़कर खेतों में छिप गए। पुलिस को एक खेत में मोबाइल मिल गया। जिससे बदमाशों को ढूढने में काफी मदद मिली। दो बदमाशों को पुलिस ने खेतों से पकड़ा। दो टोल प्लाजा से तीन किलोमीटर दूर दुब्बी में ढाबे पर आकर छिप गए। मोबाइल लोकेशन के आधार पर पुलिस ढाबों पर तलाश करने लगी। पुलिस की भनक लगने पर बदमाश ट्रक की केबिन में छिप गए। पुलिस ने मोबाइल से उन्हें पकड लिया। एक बदमाश रातभर टोल प्लाजा के पास ढाबे पर छिपा रहा है। सुबह बस में बैठकर जयपुर सिंधी कैंप पहुंच गया। आरोपी दिल्ली रोड पर बस से फरार होने की फिराक में था।

 

सिकंदराय/दौसा/दुब्बी . सिकंदरा पुलिस ने शनिवार तड़के नेशनल हाइवे पर पेट्रोल पंप में डकैती का षड्यंत्र रचते पांच बदमाशों को गिरफ्तार किया है। इनके कब्जे से पुलिस ने दो कट्टे व छह जिंदा कारतूस सहित अन्य हथियार भी बरामद किए हैं। इन्हें पकडऩे के लिए पुलिस को रात भर पीछा करते हुए हाइवे व खेतों में दौड़ लगानी पड़ी। गिरधरपुरा गांव में आरोपियों के होने के शक पर ग्रामीणों को जगाकर घेराबंदी भी कराई। थाना प्रभारी वीरसिंह के मुताबिक एसपी अंशुमान भौमिया के निर्देश पर हाइवे पर अपराधों पर अंकुश लगाने के लिए चलाई जा रही नाकाबंदी के दौरान रात करीब 2:30 बजे मुखबिर से सूचना मिली कि पांच बदमाश सिकंदरा चौराहे के मानपुर रोड पर पुलिया के नीचे बैठकर डकैती की साजिश रच रहे हैं। इस पर पुलिस ने टीम बनाकर दबिश दी। एसपी अंशुमन भौमिया ने बताया कि डकैती की योजना बना रहे बदमाश आजीद पुत्र आजाद मेव, सद्दाम पुत्र मदनी मेव, नजरुद्दीन पुत्र हसन मेव व नौमान पुत्र मदनी मेव निवासी पलड़ी जिला नूह हरियाणा एवं बसीर पुत्र मुजाद मेव निवासी जलालपुर हरियाणा को गिरफ्तार कर एक वाहन, देसी कट्टा 12 बोर, देसी कट्टा 315 बोर, 12 कारतूस, दो लोहे के सरिए जब्त किए हैं। यह गिरोह वाहन चोरी, हाइवे व मेगा हाइवे पर लूट, डकैती व गो तस्करी की घटनाओं में लिप्त हैं। पूछताछ के दौरान आरोपियों ने बताया कि वे मानपुर रोड पर पेट्रोल पंप पर डकैती की तैयारी में थे। ग्रामीणों से कराई घेराबंदी थाना प्रभारी वीरसिंह ने बताया कि दबिश के दौरान दो बदमाशों के मौके से फरार होकर गांवों में घुसने पर उन्होंने पुलिस जीप में लगे माइक के माध्यम से गिरधरपुरा में ग्रामीणों को जगाकर आरोपियों के खेतों में घुसने की जानकारी दी। इस पर ग्रामीण डंडे व टार्च लेकर आ गए तथा घेराबंदी की। बाद में उन्हें मोबाइल लोकेशन के आधार पर पकड़ लिया। सात दिन में तीसरी कार्रवाई सिकंदरा पुलिस ने थाना प्रभारी वीरसिंह के नेतृत्व में सात दिन में तीसरी बड़ी कार्रवाई को अंजाम दिया है। पुलिस ने करीब पांच दिन पहले दुब्बी से दूध चोरी के मामले का खुलासा कर आरोपी पकड़े थे। इसके बाद दो दिन पहले सिकंदरा चौराहे पर गायों से भरे वाहन को जब्त कर आरोपियों को गिरफ्तार किया तथा शनिवार तड़के हाइवे से वाहन चुराने वाले गिरोह का पर्दाफाश कर दिया। वारदात से पहले रैकी दौसा त्न गिरफ्तार आरोपी वाहन से रैकी कर अपराध करने की योजना बनाते हैं। वारदात के समय कम से कम पांच जनों का गिरोह रहता है। यह गिरोह साथ में धारदार हथियार, लोहे की राड़, कट्टे सहित वाहन में लैस होकर घटना को योजना बद्ध तरीके से अंजाम देते हैं और एक साथ हमला करते हैं

भूपालपुरा पी रोड पर भू व्यवसायी का नाम लेकर फायरिंग करने वाले नरेन्द्र पानेरी और किरण मेनारिया की चित्तौडग़ढ़ में गिरफ्तारी हुई है। दोनों ने उदयपुर से फरार होकर गुरुवार रात चित्तौडग़ढ़ में एक सरकारी कर्मचारी को गोली मारकर लूटने का प्रयास किया था। हिरणमगरी थाना पुलिस की मदद से शुक्रवार दोपहर चित्तौड़ कोतवाली थाना पुलिस ने नरेन्द्र और किरण को गांधीनगर स्थित एक कमरे पर दबिश देकर गिरफ्तार कर लिया। भू व्यवसायियों से अवैध वसूली के मकसद से दहशत फैलाने के लिए पी रोड पर फायरिंग करने वाले मुख्य आरोपी सोहराबुद्दीन एनकाउंटर प्रकरण से जुड़े सिलवेस्टर की गिरफ्तारी अभी बाकी है। चित्तौडग़ढ़ में सरकारी कर्मचारी को लूटा था, वहीं पकड़ा गया 27 जनवरी को नरेन्द्र पानेरी और किरण ने मुख्य आरोपी सिलवेस्टर के साथ मिलकर भूपालपुरा पी रोड पर व्यापारी का नाम लेकर फायरिंग की थी। आरोपी उदयपुर के व्यवसायियों से अवैध वसूली करने के लिए दहशत फैलाना चाहते थे। नरेन्द्र और किरण हिरणमगरी थाने के हिस्ट्रीशीटर हैं। फायरिंग के इस मामले का एक आरोपी रवि खटीक पिछले दिनों गिरफ्तार हो चुका है। पुलिस को कई बार चकमा दिया दोनों आरोपियों ने उदयपुर पुलिस को कई बार चकमा दिया। सप्ताह की शुरुआत में नरेन्द्र के शहर में होने की सूचना पर पुलिस ने नाकाबंदी कराई थी। पुलिस ने आरोपी का पीछा भी किया, लेकिन आरोपी चकमा देकर पुलिस की नाकाबंदी को तोड़ फरार हो गया। दो दिन पहले भी उसके बडग़ांव क्षेत्र में होने की सूचना पर पुलिस ने दबिश दी थी, लेकिन आरोपी हाथ नहीं आया। उदयपुर से फरार हुए आरोपियों ने गुरुवार रात चित्तौडगढ़ में लूट की नियत से युवक को गोली मारी और फरार हो गए। इधर हिरणमगरी थाना पुलिस ने आरोपी के एक साथी को पकड़ सख्ती से पूछताछ की तो उसने नरेन्द्र और किरण के ठिकाने बारे में बताया। किरण मेनारिया नरेन्द्र पानेरी भूपालपुरा पी रोड पर हवाई फायर का मामला

एसओजी कोटा व उदयपुर की संयुक्त टीम ने मुखबीर की सूचना पर स्थानीय पुलिस के सहयोग से शुक्रवार को स्थानीय रोडवेज बस स्टेंड से दो व्यक्तियों को गिरफ्तार कर उनके कब्जे से पांच पिस्टल व 49 जिन्दा कारतूस बरामद किए। एसओजी कोटा के थानाधिकारी गोविंदसिंह चारण ने बताया कि मुखबीर की सूचना पर एसओजी जयपुर के एसपी सुरेंद्र कुमार के निर्देशन में शुक्रवार दोपहर ढाई बजे स्थानीय रोडवेज बस स्टेंड से धार (एमपी) जिला अंतर्गत वाघवानी निवासी पवन पुत्र मदन सिरवी व पुलिस थाना भीनमाल अंतर्गत कुशलापुरा निवासी नरपतसिंह पुत्र अजेबसिंह राजपूत को हिरासत में लेकर तलाशी लेने पर पवन सिरवी व नरपतसिंह के जेब से एक-एक देशी लोडेड पिस्टल पाई गई। प्रत्येक पिस्टल में पांच-पांच कारतूस लोड थे। वहीं पवन के हाथ में काले बैग की तलाशी लेने पर उसमें तीन देशी पिस्टल व 39 जिंदा कारतूस पाए गए। एक पिस्टल पर मेड इन इटली लिखा हुआ था। चारण ने बताया कि दोनों को स्थानीय पुलिस थाना लाकर गहन पूछताछ करने पर उक्त हथियार अवैध होना पाया गया। जिस पर दोनों को गिरफ्तार कर हथियारों को जब्त किया गया। चारण ने बताया कि टीम में हैड कांस्टेबल रामप्रतापसिंह, कांस्टेबल सुरेंद्रसिंह, अब्दूल गफार, मोहम्मद इशाक व चन्द्रवीरसिंह एवं उदयपुर एसओजी पुलिस थाने के हैड कांस्टेबल प्यारेसिंह, कांस्टेबल देवीकिशन, परवींदर और राजपाल शामिल थे। चारण ने बताया कि नरपतसिंह के विरुद्ध पूर्व में भी अवैध हथियार के तीन मामले दर्ज है। शाम करीब सात बजे एसपी विनीत कुमार ने भीनमाल पहुंचकर एसओजी थानाधिकारी गोविंदसिंह चारण व एसआई हुकमाराम से घटना के बारे में जानकारी लेकर आवश्यक दिशा निर्देश दिए। > भीनमाल. पुलिस की गिरफ्त में आरोपी।
